Stephen MacIsaac
Executive Director

Stephen MacIsaac has had a long tenure in public sector management. Stephen received a Bachelor’s Degree in Political Science from Penn State University and Master’s Degree in Public Administration from the University of Pittsburgh’s Graduate School of Public and International Affairs. Stephen began his career in public service at the Hill House in 1985. In 1995 he became the Director for the Hill House Association’s Young Parents Program. In 1999, he was named the Director of Operations for the Hill House Association. After a short tenure as the Chief Operating Officer for the Three Rivers Workforce Investment Board, Stephen was appointed as the first Executive Director of Wireless Neighborhoods in December 2003.

Lacey Perretta
Education Director

Lacey is a graduate of Carnegie Mellon University with a major in Industrial Administration. After spending two years in the financial industry, she changed her career focus to education and children's issues, earning certification in secondary mathematics. She has worked with children from diverse backgrounds and with varying personal needs. Her experiences include individualized care, classroom teaching, educational training and curriculum design. It is her passion for the safety and well-being of all children, regardless of background, coupled with her business acumen that brought her to Neighborhood Learning Alliance in September of 2008.

Alichia Parker
Training Specialist

Alichia R. Parker is a native of Pittsburgh, Pennsylvania who dedicates her professional and personal life to others, by successfully guiding them toward their goals. Alichia received her Bachelor’s of Arts degree in Elementary Education from Point Park University. She continued her education in the University of Pittsburgh’s Master’s of Education Program, where she successfully completed an internship and her coursework. While pursuing her Reading Specialist Certification, Alichia’s efforts were recognized by her program faculty members. She was nominated, approved, and selected to be the first recipient of the Alice Jones Drew Endowment for Student Resources. This award is given to a University of Pittsburgh student who will continue the legacy of Alice Jones Drew and her commitment to education in general and reading specifically. She currently serves as Wireless Neighborhoods’ Training Specialist, working with WN partners to establish best practices in all afterschool settings.
