Staff Bios

Stephen MacIsaac
Executive Director
Stephen MacIsaac has had a long tenure in public sector management. Stephen received a Bachelor’s Degree in Political Science from Penn State University and Master’s Degree in Public Administration from the University of Pittsburgh’s Graduate School of Public and International Affairs. Stephen began his career in public service at the Hill House in 1985. In 1995 he became the Director for the Hill House Association’s Young Parents Program. In 1999, he was named the Director of Operations for the Hill House Association. After a short tenure as the Chief Operating Officer for the Three Rivers Workforce Investment Board, Stephen was appointed as the first Executive Director of Wireless Neighborhoods in December 2003.

Ellen Botkin
Education Coordinator
After graduating from Ohio University with a Bachelors Degree in Sociology, Ellen began her career working with and advocating for children and families at Big Brothers Big Sisters in Athens, OH. She later served as the Education Coordinator for Kids on Campus in Athens, OH and directed an after school and summer enrichment program for first through fifth grade students. Ellen returned to Pittsburgh, her hometown, in the summer of 2006 and began working for Wireless Neighborhoods shortly thereafter.

Kevin Brazil
Technology Coordinator
Kevin, a graduate of Perry Traditional Academy, joined the Wireless Neighborhoods staff in July of 2007. Currently, he is pursing a degree in Computer Information Science and Technology. Kevin specializes in developing and maintaining our network and has been instrumental in creating a number of computer labs for our community-based partners this year.

Lindsay Kang
Curriculum Coordinator
Lindsay graduated from University of Washington with a major in Interdisciplinary Visual Arts and a minor in Art History. She is also receiving her master degree in Elementary Education from Western Governors University and is a certified teacher for grades K-8. Before moving to Pittsburgh Lindsay worked for Hawaii Literacy in Honolulu, HI. As the Family Literacy Program Coordinator she ran an afterschool program at two public housing units providing homework help and literacy activities for residents and their children. Lindsay began working for Wireless Neighborhoods in September of 2007.

Joyce Tompkins
Education Director
Joyce Keyes-Tompkins is a graduate from the University of Pittsburgh where she received her Bachelors Degree in Child Development. She returned to Pitt to earn an Early Childhood Education & PA Instructional Certificate. After graduating, Joyce started her career working in the non-profit sector at the Hill House Association, working in several positions that ranged from Instructor for GED prep courses, Parenting Instructor, Program Coordinator for a Literacy-Focused afterschool program, and the Director of the Childcare & Development Center. Joyce started her career with Wireless Neighborhoods in 2004 and focused her work on improving the quality of afterschool programming by introducing many community and faith-based organizations to a hands-on, “Learn through Play” program model. She has worked with numerous Wireless Neighborhood member organizations to move their afterschool sites from programs that offer homework help, healthy snacks, and safe-havens until parents return from work to programs that address reading and math deficiencies in students through established, meaningful relationships with neighborhood schools.
